Introduction
The State reserve Akzhaiyk was created by the Decree of the Government of the Republic of Kazakhstan No119, dated 6 February, 2009.
The State reserve Akzhaiyk has a republican status and it is funded from the Republican budget.
The purpose of the Akzhaiyk reserve is to preserve rare and valuable and endemic species of animals and plants which are at risk of vanishing. Sometime there are about 20 thousand of swans and about 100 thousand of ducks spend winter at the Kazakhstan part of the Caspian Sea. The avifauna is mainly presented by the species of the wetland complex (40 types).
The organisation consists of several sectors:
The Department of Protection and Reproduction of Natural Complexes and Nature Management which deals with the issues of the territory protection, reproduction of bio variety and provision of fire safety at the reserve territory.
The Department of Science and Monitoring deals with the issues of monitoring, recording of flora and fauna, analysis of the condition of the whole reserve complex and develops recommendations for every function of the reserve. Phenological monitoring.
The Department of Ecological Education and Ecotourism is dealing with the issues of ecological education of the public and ecotourism. In the future there will be a museum and a visit centre created for these purposes.
Scientific research in the Akzhaiyk reserve is done through 5 routes, 3 land routes and 2 water routes as well as the 5 monitoring areas used for monitoring birds and mammals and 7 areas used for monitoring flora.
The protected territory is divided into 4 areas and inspectors of the security department do regular raids. There is 86 staff personnel working at the State reserve Akzhaiyk of the Committee of Forestry and Hunting Sector.

The common species are represented by heron (big and little heron, white and grey), cormorant, night-heron, great-crested grebe, bittern and little bittern, water-hen, bald-coot, Caspian gull, black tern, white- winged tern and common tern, red-crested pochard, cuckoo, reed warbler, paddy-field warbler, hooded crow. There are 29 ecosystems at the territory of the mouth of the Ural River and the adjacent seaside of the Caspian Sea. Out of 292 species of birds 42 species are recorded in the Red Book. Dalmatian pelican, little cormorant, pond heron, egret, cattle egret, spoon-bill, glossy ibis, purple gallinule are nesting here. There are 78 species of mammals represented at the territory of the reserve and 4 species are recorded in the Red Book.
The list of vanishing species has 20 names of birds, 24 species of insects, 2 species of reptiles and 2 species of mammals. Sturgeon species and Caspian seal are at the verge of annihilation.
